How to Renew a Construction Work Permit in Singapore: What Employers Need to Do and When

Every construction employer in Singapore with Work Permit holders eventually hits a renewal cycle, and one rule catches out employers who assume renewal is routine. If your worker's Construction Safety Orientation Course (CSOC) certificate has less than one month of validity left on the day you renew, MOM will not process the renewal. You can appeal, but MOM's own guidance is that an appeal is unlikely to succeed unless you bring new information to it, so treat this as a rule to plan around, not one to argue with afterward. That's the first thing to check, before anything else on this list.

When to start the renewal

Start the process 7 to 12 weeks before the Work Permit expires. You can view exactly which of your workers are eligible for renewal, and print the renewal notice, through WP Online. Renew later than that window and you're liable for the foreign worker levy after expiry, and possibly an overstaying fine on top of it. If a worker is planning to travel overseas close to the expiry date, renew before they leave. Travelling on an expired Work Permit is not something you want to sort out from outside Singapore.

The CSOC check: fix it before you submit, not after

Migrant workers in construction must hold a valid Construction Safety Orientation Course (CSOC) certificate, and it has to be renewed periodically: every 2 years if the worker has been in the construction sector for 6 years or less, and every 4 years if they've been in it longer. The rule that trips employers up is the renewal-day requirement: the certificate must still have more than one month of validity remaining on the day you submit the renewal, not just be technically unexpired. If it's close to lapsing, book the refresher now. Waiting until the renewal notice arrives is usually too late to fix it in time.

The 10% R1 threshold

At least 10% of your construction Work Permit holders must be Higher-Skilled (R1) before you can renew any Basic-Skilled (R2) worker's permit, or hire a new R2 worker at all. This isn't just a block on new renewals: if your R1 ratio falls below 10%, MOM revokes your excess R2 permits outright. It's worth checking this ratio well before your renewal window opens, not on the day you submit. New security bond, medical insurance, and Primary Care Plan

For non-Malaysian workers, the security bond does not carry over automatically: you need to buy a fresh $5,000 security bond at renewal, and your bank or insurer needs to send MOM the details before the renewal can go through (it can be post-dated to start up to one day after the current Work Permit expires, so there's no coverage gap). Medical insurance needs to be extended or replaced too: MOM requires a minimum of $60,000 in annual coverage per worker, and if your workers are in construction, marine or process sectors, or housed in dormitories that hold 7 or more people, you'll also need to buy the Primary Care Plan (PCP) and declare that purchase on WP Online before the renewal can proceed.

Passport and paperwork

To get the full 2-year renewal, your worker's passport needs at least 25 months of remaining validity at the point of renewal. If it expires sooner, your renewal is shortened to match. The renewal notification letter itself is only valid for 1 month from the date it's issued, so don't let it sit once you've received it.

Worker age: this changed, and it's now in effect

As of 1 July 2026, the maximum age to apply for a new Work Permit is 62 (up from 61), and the maximum age a worker can continue on a Work Permit is 64 (up from 63). This is pegged to Singapore's statutory retirement age, which also rose to 64 on the same date. Notably, MOM's current construction sector rules no longer set out a separate years-based limit on how long a worker can stay: the age ceiling is now the only duration limit that applies. If you've been assuming a long-serving worker has to leave at a fixed year count, check their actual age against the current rule before you plan around it. You may have more runway than you think, at the cost of higher medical insurance premiums as workers get older, which is worth factoring into any renewal decision for an older worker.

How to actually renew

Register your worker's residential address and mobile number through the Online Foreign Worker Address Service (OFWAS) at least an hour before you renew online. Then log in to WP Online (not myMOM Portal, renewal hasn't moved there yet), submit the application with the required documents, and pay $35 per renewal: the outcome is immediate. Your company also needs to be registered in BCA's Contractors Registration System (CRS) to renew Work Permits for construction workers of any nationality.

MOM is gradually shifting Work Permit transactions onto myMOM Portal: Apply and Appeal moved in 2025, Issue moves from May 2026, and Cancel from the second half of 2026. Renewal is scheduled to move last, from the first half of 2027, so WP Online remains the correct platform for renewals for now.

Why this matters beyond paperwork

Compliance here isn't just about avoiding an overstaying fine. Earlier this year, roughly 400 workers were left owed two to four months' salary when two construction-linked firms shut down. NTUC has since sourced around 150 replacement jobs for affected workers, but it's a reminder of what happens when an employer's obligations to their workforce slip. Getting renewals right, on time, with the right documentation, is part of the same compliance picture as paying salary on time and maintaining proper housing.
