Malaysian Construction Worker in Singapore? How Your SPM Can Make You Higher-Skilled (R1)

If you are a Malaysian construction worker in Singapore and you passed SPM (Sijil Pelajaran Malaysia), you may already qualify as a Higher-Skilled (R1) worker. Malaysians on a construction Work Permit can use SPM in two ways: straight away if you earn at least $1,600 in fixed monthly salary, or after 4 years of construction work in Singapore if you earn less.

R1 matters to your employer because it lowers the monthly levy they pay the government for you. Our Work Permit levy guide explains the full rate table. This guide explains what R1 means for you, which route fits, and what to ask your employer.

This guide is for Malaysians already working in Singapore on a construction Work Permit. Still in Malaysia and looking for work? Start with how to find a legitimate construction job in Singapore from Malaysia.

Basic-Skilled (R2) and Higher-Skilled (R1): what changes

The Ministry of Manpower (MOM) puts every construction Work Permit holder in one of two skill levels: Basic-Skilled (R2) or Higher-Skilled (R1). Your job and your Work Permit stay the same. What changes is the levy your employer pays.

Every construction worker needs a certificate just to be Basic-Skilled. For Malaysians, MOM accepts SPM or equivalent, a Skills Evaluation Certificate from the Building and Construction Authority (BCA), known as SEC or SEC(K), or a pass in BCA's Accelerated Learning Programme (ALP). Workers from other countries need an SEC or SEC(K), and North Asian workers can also use ALP. If a Work Permit is approved without the required certificate, the employer pays an "Unskilled" levy of $900 a month. If you got your Work Permit on your SPM, the same certificate may take you one step further. One catch: the R1 routes below name SPM itself, not "SPM or equivalent".

  • For a Malaysian worker, the levy is $700 a month at Basic-Skilled and $300 a month at Higher-Skilled. That is $400 a month, or $4,800 a year, less for your employer.

  • The new rate starts on the 1st of the following month after your skill status changes.

  • Employers need R1 workers. At least 10% of a company's construction Work Permit holders must be R1 before it can hire new R2 workers or renew existing R2 Work Permits.

What R1 does not do: it does not automatically raise your salary. Whether your employer shares any of the saving with you is between you and them. But it does make you a more valuable worker to keep.

Two ways Malaysians can use SPM to become R1

Direct R1 Pathway. Since 1 January 2022, BCA has let Malaysian construction Work Permit holders meet the Direct R1 skills requirement with any one of: an SPM qualification, an SEC(K) at any level, or a pass in the ALP end-of-course validation (ALP is a 1-day course with a practical test). You also need a fixed monthly salary of at least $1,600. You do not need any years of experience in Singapore. Malaysians who already qualified on 1 January 2022 were upgraded automatically.

The SPM option is only for Malaysians. Workers from North Asian sources (Hong Kong, Macau, South Korea and Taiwan) can use SEC(K) at any level or ALP, but not SPM. Workers from China and non-traditional sources such as India and Bangladesh need an SEC(K) passed at the higher-skill level. Our guide to CSOC, SEC(K) and CoreTrade explains how these certificates differ.

BCA defines fixed monthly salary as your basic monthly salary plus your fixed monthly allowances. Overtime pay is not part of it. Both items should appear on your payslip (see our payslip guide). If you are not sure what counts, ask your employer to check the salary recorded for you in MOM's system.

Multi-Skilling Scheme. If you earn less than $1,600, SPM can still help. After at least 4 years of construction work in Singapore, BCA's Multi-Skilling Scheme accepts two certificates: SPM counts as the first one for Malaysian Work Permit holders, and the second must be an SEC(K) in a construction trade. BCA recognises 74 trades for the second certificate, including Electrical Wiring Installation, Plumbing and Pipefitting, Tiling, Painting and Welding. There is no salary minimum on this route. It is not quick: your employer can only apply once you have both the 4 years and the two certificates, so you need to pass the SEC(K) test first.

Can an employment letter replace my SPM? No. Neither BCA nor MOM lists any document that can stand in for SPM on the Direct R1 route. Employer letters do matter on the Multi-Skilling route, though: when your employer registers you, they must show documents proving your years of construction work in Singapore.

There are two other ways to become R1 that do not use SPM. CoreTrade needs at least 4 years of construction experience in Singapore and a BCA skills assessment. The Market-Based Skills Recognition Framework (MBF) needs at least 6 years of construction experience in Singapore and $1,600 fixed monthly salary, with no certificate.

How to get your R1 status: step by step

  1. Find your original SPM certificate and your original SPM transcript. You will need both originals, not photocopies. Keep them safe and have a clear copy of each ready for your employer.

  2. Check your fixed monthly salary. It decides your route: $1,600 or more for Direct R1, any amount for Multi-Skilling.

  3. Ask your employer to check your current skill status. They can see it in MOM's Check and Pay Foreign Worker Levy portal, in the skill level column of the levy breakdown.

  4. Your employer arranges the upgrade. Ask your employer to check whether your SPM has been recorded for you, and to contact BCA if your status still shows Basic-Skilled.

  5. For Multi-Skilling, your employer registers you on BCA's Construction Workforce Registration System (CWRS), pays the $22 fee (including GST) and uploads proof of your experience and your certificates.

  6. Check the result. Once you are upgraded, the new levy rate starts on the 1st of the next month, and your employer will see your new skill status in WP Online.

Keep your R1 status: it has to be renewed

R1 is not permanent. Direct R1 eligibility lasts 2 years. You can check its expiry date and renew it on BCA's CWRS Direct R1 Renewal portal, which workers can log into themselves.

To keep R1, BCA requires Continuing Education and Training (CET) within 2 years of getting your R1 status: a short course, half a day to a day, on current codes, good practices and new methods, held at BCA Academy and BCA-approved training centres. BCA says it will tell your employer when your CET is due. Multi-Skilling registration is also renewed through CWRS.

If your status lapses, you go back to Basic-Skilled and your employer's levy goes back up to $700 a month. Put the expiry date in your phone and remind your employer a few months before.

Only use BCA-approved training and testing centres

SEC(K) tests, the ALP course and CET courses are run at BCA Academy and BCA Approved Training and Testing Centres (ATTCs). BCA does not recognise any other training centre. BCA publishes the list of approved centres on its website.

Never pay anyone who promises to "get you R1" or "fast-track" your status. Your skill status comes from BCA and MOM records, not from an agent or a middleman.

How to raise it with your employer

Most employers want more R1 workers, because of the levy saving and the 10% rule. Make it easy for them:

  • Tell them you have SPM and ask them to check your skill status.

  • Give them a copy of your SPM certificate and transcript, and tell them you have the originals.

  • If you earn less than $1,600, ask when you will reach 4 years in Singapore, and whether they would support an SEC(K) test in a second trade.

  • Ask them to tell you when your R1 status expires.

Keep it as a request, not a demand. A worker who helps the company save $4,800 a year is in a stronger position at the next salary review, even though nothing guarantees a raise.
