Singapore Construction Work Permit: Hiring Process Shortened from 4 Months to 1 Month from 2027

Singapore is overhauling how it brings in construction workers. From January 2027, new construction Work Permit (WP) holders will no longer need to obtain competency certification before they arrive in Singapore — cutting the average hiring process from 4 months to just 1 month.

This is one of the most significant changes to Singapore's foreign construction workforce policy in years. Here is what employers need to know.


What Was Announced?

Minister for Transport and Second Minister for Finance Chee Hong Tat made the announcement at the BuildSG Lead Summit on 30 April 2026. Currently, construction employers must arrange for workers to complete skills certification in their home country before applying for a Work Permit — a process that can take up to 4 months.

Under the new framework, workers will be allowed to enter Singapore first and obtain their Skills Evaluation Certificate (SEC) here — compressing the hiring timeline to approximately 1 month.


The New Timeline by Source Country

The change rolls out in two phases:

  • January 2027 — China and Thailand

  • January 2028 — India, Bangladesh, Myanmar, and Sri Lanka

What Is the Skills Evaluation Certificate (SEC)?

The SEC is a competency certification for construction workers. Previously, workers had to obtain this certification in their home country before applying for a WP. Under the new system, newly arrived WP holders will complete their SEC assessment after entering Singapore.

This shift is designed to remove the administrative burden and time cost of pre-entry certification — which has been a persistent pain point for Singapore construction employers.


What Happens If Workers Are Not Certified in Time?

The flexibility to certify in Singapore comes with accountability milestones for employers:

  • Not certified within 6 months of arrival: The employer will be subject to a higher WP levy.

  • Not certified after 1 year: The Work Permit will not be renewed.

Employers who take advantage of the faster hiring timeline will need to plan ahead to ensure workers complete their SEC within the 6-month window to avoid the levy penalty.


What This Means for Construction Employers

A 4-month hiring lead time has long forced construction employers to plan manpower needs far in advance or pay a premium for workers already in Singapore. Cutting this to 1 month gives employers far more flexibility to respond to project timelines.

However, the new in-Singapore SEC requirement adds an employer responsibility that will need to be actively managed. Employers should:

  • Track each worker's certification status and the 6-month deadline from their arrival date

  • Arrange SEC assessments promptly after workers arrive — do not leave this to the last month

  • Budget for potential higher levy costs during the certification window
